Governments, federal agencies and state authorities need to keep records and information about certain occurrences under its jurisdiction in order to efficiently govern the state. These records, which could be corporate, personal or social in nature, are known as public records. Public records are collected, maintained and used by the central and local governments. Certain authorized offices might also be a part of the public records collection process. The information may be accessible by the general public completely or partially, as decided by the authorized agency dealing with the record. However, the decision to make the records accessible to the public is the sole discretion of the government, and the access might be either free of charge or for a particular fee, as decided upon by the governing authority.
The public records are generally in the form of tangible files. However, there are information stored on the web server databases, and in that case, the information can be accessed and extracted online. As mentioned earlier, the governing authority decides whether to put the records for public access. On the other hand, corporate records deal with the business aspects of the state. These records can also include certain government records like the state expenditures, immigration records and voter registration information. Such corporate records can either be shared in public or kept confidential, depending upon the nature of the record. While information like the real estate hike or the performance of various sectors can be made public as it serves as a parameter for the development of the state; there are also certain records that are better kept confidential.
Social records serves a much more general purpose, rather than any other administrative reasons. Databases for criminal records, sexual offender registration files and census records are some of the information that can be classified under social records. These are more or less for public access, barring some special cases. As an instance, the police may need confidential and exclusive access to certain criminal record. However, these information too plays a very important role in determining the growth and development of a state.
